Inclusiveness is a persistent theme in development thinking and practice. Concerns about who to include – and therefore who to exclude – how and at what level, lie at the heart of initiatives aimed at supporting expression, representation and influence.

This think piece draws from a desk review of experience on inclusion in ICT-mediated citizen engagement, and an exchange of ideas in an e-dialogue between practitioners and scholars in January 2014. It reflects on concerns about who to include – and therefore who to exclude – in initiatives aimed at supporting citizen representation and influence. Inclusion has clear links to how voices can be amplified, how they are mediated, and the changes in government responsiveness that result.

It includes five one-page summaries of key research in this field.
